2008 the Qatari government has agreed on a long-term cooperation with Deutsche Bahn for the development of an integrated railway system in Qatar. These include a metro in the capital of Doha, as well as passenger and freight lines.

In February 2009, the developed overall concept of DB International was successfully presented to the Emir of Qatar. The organizational coordination of the entire project on the Qatari side has been taken over by the "Railways Steering Committee", under the chairmanship of the Qatari Prime Minister. Prospectively the work will be directly controlled by Qatar Rail.

Besides the perspective training and qualification of the Qatari staff, DB International is taking over the on-going engineering services, as well as the technical consulting. The contract for these services was signed in late 2011 in Doha.
